With over 1.2 million inhabitants and a workforce of roughly 30,000 city employees (Stadt Köln, Personalbericht 2023), the municipal administration faces structural challenges: digitalization pressure (OZG), demographic change, and the need to coordinate with a highly fragmented civil society and business sector.
